Supporting Dissemination of the University’s Personnel Flexibility Report, To Aid Community Understanding of the Issues Involved

RESOLUTION OF THE EMPLOYEE FORUM

THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL

August 7, 2002

            WHEREAS, the Mission of the Employee Forum is to address constructively the concerns of the Employees of the University of North Carolina at Chapel Hill; and

WHEREAS these concerns include open and deliberate consideration of issues of importance to University staff; and

WHEREAS one issue of importance is the potential move towards flexibility in personnel and administrative practices at the University, and a possible move out from the protections of the State Personnel Act; and

WHEREAS 2001 Forum Chair John Heuer, and personnel flexibility study committee co-chairs Laurie Charest and Elmira Mangum and other committee members have labored long and hard in their initiation of discussion of personnel flexibility options for the greater good of the University and its staff Employees; and

WHEREAS the Forum believes that the report has not yet received the attention that it deserves,  given the seriousness of the issues associated with personnel flexibility facing the University community

THEREFORE, BE IT RESOLVED that the Employee Forum thanks the members of the personnel flexibility study committee for their work compiling fact and opinion on this difficult topic

BE IT FURTHER RESOLVED that the Forum recommends that the committee and the Forum Communications committee distribute the majority report along with all associated appendices, as well as the minority report, to all University staff via on-line access or other means towards initiating a full and open discussion of the implication of the reports’ content, including but not limited to the Forum’s Fall 2002 community meeting.
