Staff Advisory Committee to the Chancellor (STACC)
2023-2024 Annual Report
STACC, formed by former Chancellor Kevin Guskiewicz in 2020, continues to serve the Chancellor and their administration, providing staff feedback to the leadership team on various topics. The group went on a small hiatus during the transition between Chancellor Guskiewicz and Interim Chancellor Lee Roberts. Both before and after this transition in the 2023-2024 academic year, the committee served as a sounding board for the Chancellor, shared concerns, made suggestions, offered guidance, and advocated for the needs of staff employees with the Chancellor and their leadership team.
Format: STACC is housed under the auspices of the UNC Chapel Hill Employee Forum, with staff support and logistical coordination provided by the Forum.
Membership: STACC Membership is composed of the Employee Forum’s nine electoral division representatives selected by the Forum every year at their retreat, and nine other at large appointees made by the Chancellor and/or Chair of the Employee Forum. Appointments to the committee are for one year. The Employee Forum Chair and Vice Chair serve as co-chairs of STACC, along with the Chancellor. STACC invites relevant campus leaders as guests to their meetings as needed based on the discussion at hand.
Agenda Setting: The Chancellor met with the Employee Forum Chair and Vice Chair for an agenda setting discussion the week before STACC. The Chancellor brought topics for the first half of the meeting, and STACC members brought agenda items for the remaining half. In the weeks leading up to each STACC meeting, STACC members convened for a planning meeting to develop their proposed agenda items.
Schedule: STACC meetings took place every other month (mid-month), on the month in which the Chancellor did not address the Employee Forum. The Provost spoke with the Employee Forum during the traditional roundtable in the alternating months. STACC meetings took place the opposite month in which the Forum’s Vice Chancellor representatives’ meetings are held. For a full schedule of meetings held in 23-24, please see the end of this report.

- Possible Improvements to STACC in 24-25:

- Shifting to a new agenda setting template, wherein the Chancellor brings most items of discussion forward for STACC members’ feedback, ensuring the group serves as a true advisory committee to the Chancellor and their administration.
- Possibly shifting the co-chairs of STACC to solely the Vice Chair of the Employee Forum and the Chancellor, along with the Chair-Elect of the Forum in the years where there is a Chair-elect in office. Having the Forum’s new Chair-elect serve as a co-chair of STACC would aid in their transition to the Chair position by allowing them to get acquainted with the administration and would enable them to facilitate staff discussions and feedback with the administration before eventually stepping into a similar role as Chair of the Employee Forum.
