Concerning Salary Pay Periods for University of North Carolina Employees

RESOLUTION OF THE EMPLOYEE FORUM
THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL

March 31, 2005

WHEREAS, the Mission of the Employee Forum is to address constructively the concerns of employees of the University of North Carolina at Chapel Hill; and provide representation of staff concerns to University Officials, State Legislators, and the citizenry of North Carolina; and

WHEREAS, it has come to the attention of the Employee Forum that a committee has been formed whose objective is to “Determine if the biweekly payroll should be discontinued and SPA staff, student, and temporary employees currently paid biweekly should be converted to the monthly payroll. Develop recommendation or evaluation regarding issue for AVC [Associate Vice Chancellor,] Finance”1; and

WHEREAS, this Forum notes that a switch from biweekly to monthly pay periods would cause immediate, continued and extreme financial hardship to a significant majority of the biweekly paid employees of this university, across many salary grades and employment divisions; and

WHEREAS, because of the level of impact a payroll conversion would have on university employees, it is consequently essential that the maximum number of employees be kept fully informed in an open and timely manner of any present or future discussion that seeks to explore changes in current pay period scheduling; and

WHEREAS, this Forum also notes that it is essential to seek and include the broadest possible employee response and input into any decisions regarding policy changes of this magnitude in order to protect and maintain staff morale and to allay the fear and anxiety this topic arouses; therefore

BE IT RESOLVED that this Forum notes that without a fully open, inclusive, and meaningful university-wide discussion that seeks employee opinions and allows for employee input—particularly from low-paid employees, who would be the most adversely affected by this change—any possible move to a monthly pay period cannot receive university-wide support; and

BE IT FURTHER RESOLVED that the Employee Forum of the University of North Carolina at Chapel Hill will not support and will actively oppose any such policy.
