Concerning the Open Enrollment Health Care Benefits Period for State of North Carolina Employees
RESOLUTION OF THE EMPLOYEE FORUM
THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL
February 7, 2007
WHEREAS the Mission of the Employee Forum is to constructively address the concerns of the Employees of The University of North Carolina at Chapel Hill, including the representation of staff concerns to University officials, the University of North Carolina General Administration, State Legislators and the citizenry of North Carolina; and
WHEREAS, the state health plan and its board of trustees have mandated March 1 – 31 as open enrollment for the state employee health plan; and
WHEREAS, the state legislators do not appropriate state healthcare funds until well after this open enrollment period; and
WHEREAS, State employees will thus not have adequate information on plan coverage and rates at the time of open enrollment;
BE IT RESOLVED, that the University of North Carolina at Chapel Hill Employee Forum asks the State of North Carolina and the General Assembly to:
- Change the state health plan open enrollment period to occur after plan coverage and rates have been set by the state legislators; and
- Give all state employees sufficient opportunity to review such changes before selecting a plan; or else
- Give all state employees the opportunity to switch plans after the enrollment period if the coverage plans and/or rates change from the previous year.
