Concerning Proposals for Electronic Pay Stubs
Resolution of the Employee Forum
The University of North Carolina at Chapel Hill
October 3, 2007
WHEREAS, the Mission of the Employee Forum is to constructively address the concerns of the Employees of the University of North Carolina at Chapel Hill, including the presentation of staff concerns to University officials and the University General Administration; and
WHEREAS, the Controllers’ Office and Payroll Services are considering eliminating the statement of earnings (pay stub) currently issued in paper form and substituting an electronic only version; and
WHEREAS, the history of labor relations has led some Employees to mistrust modern electronic banking methods; and
WHEREAS, Employees have raised concerns that those without adequate computer access and training will be unable to readily view their earnings statements; and
WHEREAS, it is essential to secure the broadest possible Employee input into any decisions of this magnitude to maintain staff morale and to allay the fear and anxiety this topic arouses; and
WHEREAS, this Forum applauds the recent efforts by Facilities Services Human Resources to lessen the impact on employees who wish to retain paper earnings statements;
THEREFORE BE IT RESOLVED, the Employee Forum of the University of North Carolina at Chapel Hill commends the University for using technology to lessen paper use, it also urges that special attention be paid to the impact of policy changes on its Employees; and
BE IT FURTHER RESOLVED, that the Employee Forum recommends that current employees be offered the option to receive “grandfather status,” enabling them to receive pay stubs in a paper format from Payroll Services; and
BE IT FURTHER RESOLVED, the Employee Forum recommends that access to and training on computers be increased and that this training on computers become an integral part of Employees’ work plans; and
BE IT FURTHER RESOLVED, that the Employee Forum of the University of North Carolina at Chapel Hill appeals to the Chancellor and his Administration to support the concept of this resolution and to convey this position to University schools and departments.
