Requiring a One-Meeting Waiting Period for All “Proposals of Substance” by the Forum
RESOLUTION OF THE EMPLOYEE FORUM
THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL
March 5, 1997
WHEREAS, the Mission of the Employee Forum is to address constructively the concerns of the Employees of the University of North Carolina at Chapel Hill; and
WHEREAS, these concerns certainly include the deliberate and informed discussion of “proposals of substance” brought before the Forum; and
WHEREAS, in order to enter into informed discussion, Forum Delegates necessarily must consult with staff constituents, relevant administrators, and fellow Delegates before arriving at knowledgeable judgement on such proposals; and
WHEREAS, allowance for general discussion among the University community is essential to this body’s claim to representative government and responsible decision-making; and
WHEREAS, the most necessary requirement for such consideration is that of time, so that Delegates may seek out and consider relevant opinion and fact; and
WHEREAS, Delegates have expressed concern that some previous discussions of such proposals have been conducted in haste and with general unfamiliarity with the issues at hand
THEREFORE BE IT RESOLVED, the Employee Forum requires from this point forward twenty-eight day notice of any “proposal of substance” for general consideration and approval (first reading);
AND, BE IT FURTHER RESOLVED that this requirement shall be fulfilled only by inclusion of any such proposal in the Forum’s monthly agenda packet, for consideration at that meeting held after distribution of that packet (second reading);
AND, BE IT FURTHER RESOLVED that this requirement may be suspended by a two-thirds majority vote of the Forum, or in those cases deemed necessary by the Executive Committee.
