Concerning Health Care Benefits for State of North Carolina Employees

RESOLUTION OF THE EMPLOYEE FORUM
THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL
June 2, 2004, Reaffirmed February 2, 2005

WHEREAS, the Mission of the Employee Forum is to address the concerns of University of North Carolina at Chapel Hill Employees; and

WHEREAS, those concerns include the availability of appropriate and affordable health insurance and health care as a reasonable and expected benefit of employment; and

WHEREAS, family health care coverage under the State Health Plan rates at or next to “worst” when compared with coverage available at peer institutions and other plans in the Southeast; and

WHEREAS, increases in costs and family premiums along with decreases in coverage have led to loss of medical care and undue financial hardship for Employees and their families; and

WHEREAS, these high costs impact recruiting and retaining Employees who are willing to work for wages and benefits below market value; and

WHEREAS, University Employees have no alternative health care insurance options other than the State Health Plan; therefore

BE IT RESOLVED, the UNC-Chapel Hill Employee Forum asks the State of North Carolina and the General Assembly to:

1) Provide affordable health care coverage to the Employees and families of employees of the University of North Carolina; and
2) Provide a cafeteria plan that would allow employees to choose and tailor benefits according to their health care needs, including at least one HMO/PPO plan; and
3) Provide fair representation of State Employees on all boards and committees related to the State Health Plan and other State Employee health benefits; and
4) See that information regarding the administration of the State Health Plan and other State Employee health benefits is made open and available to State Employees and the public.

BE IT FURTHER RESOLVED that the Employee Forum of the University of North Carolina at Chapel Hill strongly recommends that the Chancellor and his Administration convey and support publicly the concepts of this resolution in dealings with the University’s Office of the President and the North Carolina State Legislature.
